GST Council could not reach consensus on compensating state
GST Council failed to pick the differences between the centre, and the opposition ruled states over the plan of getting states to borrow from the market. Their estimated goal was to meet Rs 2.35 lakh crore shortfall in compensation cess. Until the Council meet again on October 12, the decision has been taken to release Rs 45 thousand crores of GST news to help the states to meet their spending needs. Also, there will be 18% exempt in GST on satellite launch services to encourage startups to use domestic launching services in making satellites.
Ecosystem services worth Rs 426 crore provided by Delhi zoo
The Energy and Resources Institute and the Central Zoo Authority found the economic value of ecosystem services valued at Rs 426 crore provided by the Delhi zoo. The ecosystem services include employment generation, biodiversity conservation, carbon sequestration, education and research, and recreation and cultural contributions. The visitors to the Delhi zoo has increased with 20 lakh tourists.
The government was working towards the development of 160 zoos in the PPP mode for the beginning of the world wildlife week.
Inaugurated 5-day RAISE 2020
PM Narendra Modi inaugurated RAISE 2020 “Responsible AI for social empowerment: 2020” on 5th of October to continue till 9. More than 61000 people from 140 countries have participated in this Mega digital summit. It is the commitment to make India AI hub of the world. The session is dedicated to the right use of AI to solve societal problems. The ecosystem can be forwarded with the help of promoting skilled professionals in which 1.3 billion Indians have potential to fasten and the growth of better standards of living.

National clinical management protocol for the management of COVID-19
Dr Harsh Vardhan Union Minister for Health and family welfare, Dr Harsh Vardhan released National clinical management protocol based on Ayurveda and Yoga. On 5th of October “National clinical management protocol: COVID-19” chaired by Dr V M Katoch was done virtually for the management of COVID-19.

Result of National startup awards 2020
On 6 October, Ministry of Railways and Commerce and Industry Shri Piyush Goyal has released the results of the national startup awards in the virtual ceremony. The first edition of the awards asked for applications across 12 sectors. Total 1641 applications received across 23 states and 4 union territories in which 165 academic institutions based 650 for women-led and 331 startups working in rural areas. 6 broad parameters work for the valuation of applicants. National startup awards are attached at Annexure.
The Startup India Showcase and Blockchain-based Certificate Verification System were also launched during the event.
The virtual foundation of New Jawahar Navodaya Vidyalaya at Pakur 2
Minister of Minority Affairs Jay Shri Mukhtar Abbas Naqvi and Union Minister of education Shri Ramesh Pokhriyal Nishank have laid the virtual foundation of a new Jawahar navoday Vidyalayas at pakur-2 (Jharkhand). This construction is under the Pradhan Mantri Jan Vikas Karyakram, and it is expected to complete in coming two years. The estimated cost is Rs 42 crores. There will be free education for the talented children of rural areas from class 6th to 12th. 647 new permanent campuses and 15 new Vidyalay campuses are going to complete in 2020-21.

PLI scheme for large scale electronics manufacturing
Minister of Electronics and Information and Technology has approved 16 applicants under the production linked incentive scheme for large scale electronics manufacturing. PLI scheme resonates with Aatma Nirbhar Bharat mission. The approval given to the international mobile phone segment includes Foxconn hon hai, Samsung, Rising star, Pegatron and Wistron. And Indian companies include Bhagwati, lava, UTL neolyncs, Padget electronics, and Optiemus Electronics.
The approved companies are expected with the production of more than Rs 10.5 lakh crore and exports of Rs. 6.5 lakh crore over 5 years. 15 to 20% to 35 to 40% domestic value addition is expected of mobile phones and 45 to 50% for electronic components.
Invitation to nominations for national awards in Science and Technology Communication
The National Council for Science and Technology has invited nominations for national awards in the field of science and technology communication with contributions of the outstanding work. There will be a special ceremony at New Delhi on the 28th February on the National day. The candidates can be any Indian citizen above 35 years of age. The awards can be for any institute registered in India or recommended by a competent authority.
The awards will include a citation, a memento and cash award.
MoU signed between ISLRTC and NCERT for converting education material into Indian sign language
On October 6, 2020, historic Memorandum of understanding has been signed virtually between NCERT and Indian sign language Research and training centre (ISLRTC) to convert education materials into Indian sign language for deaf children in digital format. It also aligns with the standardisation of the new education policy, 2020. The MoU is based on the UNICEF’s initiative “Accessible Digital Textbooks for All”.
The step will enhance the cognitive skills of children. NCERT’s act as a nodal agency will work towards achieving the goals of universalisation of elementary education.
