ASER finds 20 rural students having no books
The Annual Status of Education Report (ASER) conducted the September survey through phone calls to 52,227 rural households and school-age children in 30 states and union territory. It says that about 20% of total students have no textbooks with them. Only 35% of children in Andhra Pradesh and 60% in Rajasthan had books.
Also, the survey found that only one in 10 was accessible to online classes. There is not only a technical problem but also about the lack of learning materials.
Anti-firecracker campaign: Only green firecrackers this year
Environment Minister Gopal Rai said that only green firecrackers will be manufactured, sold, and used in Delhi as the government has scheduled the launching of the anti-firecracker campaign on November 3. He also proposed for a “no-cracker” campaign.
Pyrotechnic is used to make green crackers and even 193 companies across India are already existing with whom the traders will contact.
11 different teams will keep an eye on the manufacturers. Arvind Kejriwal, in Delhi, will also be launching an app where people can lodge complaints on any violation of environmental norms.
Kerala: The first state in the country fixing MSP for vegetables
Kerala has become the first state in the country fixing Minimum Support Price (MSP)- 20% above the production cost of vegetables for 16 agricultural items including fruits, vegetables, and tubers for improvement in the agriculture sector. Kerala cabinet cleared the proposal on October 21 and it will come into implementation from November 1 on Kerala’s birthday.
Also, the key points include that Local Self Government bodies will also contribute their part in the procurement and distribution of vegetables. Procurement will be sold under “Jeevani-Kerala Farm Fresh Fruits and Vegetables.” There is also a proposal for the supply chain process.
India-UK partnership to develop GIFT City and US funding infra pipeline
The United Kingdom has stepped into the strategic partnership to develop GIFT City, India’s international financial services centre. UK has also agreed for the setup of a new fund that will be managed by the State Bank of India Group for UK’s future capital investments. UK-India has also announced €8 million, the joint investment for research purposes.
They have also signed on a new infrastructure finance and policy partnership for the execution of national infrastructure pipeline. For the UK, India is the second-largest project investment source.
Moreover, a new UK-India sustainable financial form is also under the establishment of green investment.

Approval to the Memorandum of Cooperation between India and Japan in the field of Information and Communication Technologies
The Union Cabinet chaired by Narendra Modi has approved to sign Memorandum of Cooperation (MoC) between India and Japan in the field of Information and communication technologies. The MoC will strengthen the mutual understanding with the status of a “Special Strategic and Global Partnership”.
It also helps India to step into the global standardization process. It will enhance ICTs infrastructure in the country. Moreover, it will boost the connectivity of remote areas and mainland India. Overall, it will strengthen the objectives of Atmanirbhar Bharat.
Some fields include 5G network, standard certification of communication equipment, Submarine cable, BlockChain, Spectrum Management, etc.
Approval to the Memorandum of Understanding between India and Cambodia in the field of Health and Medicine
The Union Cabinet chaired by Narendra Modi has approved to sign Memorandum of Understanding (MoU) between India and Cambodia in the field of Health and Medicine. The bilateral MoU will enhance Corporation through joint initiatives and developments in the health sector in two countries.
It will come into effect on the signature date and it will be effective for 5 years.
Some key fields include Family Planning, Technology Transfer, Mother and child health, Medical Education, Disease Control, health manpower development in the field of Public Health, etc.
